Abstract:
Smart Specialization has sought to alter some characteristics of existing innovation policy mixes, such as the tendency to support similar broad sectors of economy via horizontal and supply-side policy measures. One of the expectations of the Smart Specialization approach has been that it could provide an umbrella for designing policy interventions that are both more contextually embedded and customized for particular countries while also enabling domestic developments to be linked with Global Value Chains. In this presentation we survey the general experiences of the Central and Eastern European economies with implementing the Smart Specialization concept and zoom especially on the experiences of Estonia as one of the extreme cases in CEE. We show that the policy and administrative legacies of the two previous conditionality-based reform of economic policy rationales have created policy and administrative capacities for which such ambitious policy goals of Smart Specialization seem unrealistically high. We also look at more successful cases from the more developed EU countries and discuss what kind of policy and administrative capacities as well as analytical approaches (tools and methods) are needed for Smart Specialization Policy to realise its ambitions.

Assoc. Prof Erkki Karo is the Director the Ragnar Nurkse Department of Innovation and Governance at Tallinn University of Technology, Estonia. His research focuses on governance and public management of research and innovation policies in both developing and developed economies. He has worked on policy-related projects both for the local government and central government institutions in Estonia on different innovation policy issues (cluster policy, open innovation and innovation policy, innovation policy strategies and its’ governance).
