This library was established in April 1981, because of the takeover of the Kelantan Islamic Higher Education Institution, which is an institution of higher learning managed by the Kelantan State government. This library has been operating at the campus of the University of Malaya Islamic Studies Academy, Nilam Puri, Kelantan until December 2020. In January 2021, the APIUM campus was moved from Nilam Puri to Bachok and was given a new name, the University of Malaya Education Center (UMEC). In line with that, this library has also been given a new name which is the University Malaya Education Center Library (UMEC), Bachok
The Library has a collection of over 35,000 volumes, comprising printed and non-print materials in Arabic, Malay, English and other languages.
The Red Spot collection which consists of packages recommended by lecturers as part of their course reading lists and the Audio-Visual Collection are also available.
